People need to refinance mortgages for all kinds of reasons. They might be going through a divorce, and they want to take one name off the title of the property. Because of Canadian law, a mortgage that is amortized over 20, 25, or 30 years has to go through multiple renewals because of the limits on the length of the term of any loan.
